The visit of H.E.  Mr. Liu Zengwen , the Ambassador of the People´s Republic of China at the Romanian Court of Accounts

 

     On  18 of October 2011 His Excellency has been visiting Mr. Liu ZENGWEN, China Ambassador to the Court of Accounts.

The visit was occasioned by the end of the diplomatic mission of His Excellency, wishing to make a visit of goodbye  to President of the Romanian Court of Accounts, Mr. Nicolae Văcăroiu.

       Mr. Văcăroiu congratulated His Excellency Liu Zengwen for his successful  mandate and thanked for the efforts that he made ​​in relation to the Romanian Court of Accounts, especially on the  official visit in 2011 of the China National Audit Office. Mr. Văcăroiu also wished him success to Mr. Zengwen in his future activity .

 

 

 

The official visit  of a delegation of directors from the Board of Audit of Indonesia

 

          On October 17, 2011 there was an official visiting of a delegation composed by directors of the Audit Board of the Republic of Indonesia at the Romanian Court of Accounts, which was announced in advance by the Chairman of the Audit Board of the Republic of Indonesia, in a letter adressed to Mr. Nicolae Văcăroiu, the  President of the Romanian Court of Accounts.The delegation was accompanied by Mr. Hadi was Sufri Yunus (Counsellor on Embassy of Indonesia in Bucharest).
             The purpose of this visit was mainly  an exchange of information and experience in audit defense departments and on institutions on intelligence  technology and the possibility of developing new methods of audit, being also the first bilateral contact  between the Romanian Court of Accounts  and Audit Board of Indonesia .

The meeting at the Plenary Hall of the Romanian Court of Accounts

 

 

        The meeting was held in the Plenary Hall of the Romanian Court of Accounts and began with an overview of the Romanian Court of Accounts and its work and activities, emphasizing on describing the work of the Department who coordinates the audit conducted at the Ministry of National Defense, Ministry of Interior and Special Services, as well as aspects of the regime of secret documents.

The meeting continued with a description of the Audit Board of  of Indonesia and there were  also identified some common points in the development of the specific activities.
             In this context, there was discussed the possibility of developing a draft bilateral Cooperation Agreement, which is  going to be submitted to the presidents of the two supreme audit institutions, in order  to sign it in the near future.

 

 

The official visit  of the delegation led by Mr. Manuel Nunez Perez, the President of the Tribunal de Cuentas and Secretary General of EUROSAI

 

 

During the period 5 - 8 September 2011, Mr. Manuel Perez Nunez, President of the Tribunal de Cuentas and Secretary General of EUROSAI, paid an official visit in Romania, following the invitation by Mr. Nicolae Văcăroiu, President of the Romanian Court of Accounts. The visit  aimed  developing relations between the Romanian Court of Accounts and the Tribunal de Cuentas, both on the bilateral and multilateral cooperation and in the field of the international bodies related.

On September 6, 2011 there was  a tete-a-tete meeting between the two presidents, followed by the official meeting between the two delegations at the Plenary Hall of the Romanian  Court of Accounts.

The visit continued with a meeting at the First Deputy Governor of the National Bank of Romania, where were discussed the main current problems caused by the economic and financial crisis and the role of SAIs regarding the measures taken in relation with the economic and financial crisis .

             Following this meeting, there was  identified a number of similarities in terms of economic and financial crisis, who hit  the two European Union member states, Romania and Spain.
            The official visit of Mr. Manuel Perez Nunez continued on 7 September with a visit in Prahova and Brașov counties.
            The Spanish delegation left our  country in the afternoon of September 8, 2011.

 

 

 

 

 

 

The official visit of Mr. Liu Jiayi,Auditor General S.A.I. China

21july 19th 2011 Bucharest

 

 

Following the invitation addressed by The President of the Court of Accounts of Romania, Mr. Nicolae Vacaroiu, The Auditor General of S.A.I. China, Mr. Liu Jiayi, paid an official visit to Romania at the head of a delegation, from 19 to 21 July 2011.

The official visit began, on 20 July 2011, at the headquarters of the Court, with a small-format meeting between the two presidents and continued with a meeting on professional subjects in the plenary hall.

The main topics of debate in the talks were considered:
              * Presentation of The Romanian Court of Accounts and of  S.A.I. China, also.
              * Discussion on the renewal of Bilateral Cooperation Agreement concluded between the two institutions.

          Mr. President Nicolae Văcăroiu expressed conviction that relations between Romania and the P.R. of China, by promoting bilateral cooperation between SAIs of both countries, the Chinese delegation's visit will help to intensify the fruitful cooperation between the two institutions as so as is shown in this Agreement of Cooperation signed in 2004 in Beijing.

          He also proposed that this cooperation agreement to be renewed. Auditor General Mr. Liu Jiayi supported the proposal expressed by President Nicolae Văcăroiu and suggested, that after an update of the agreement, after its final form was agreed by both S.A.I.s, to be signed in Beijing.

          During  this official visit there were also a meeting with Mr. Mugur Isărescu, the Governor of the National Bank of Romania and Mr. Sorin Oprescu, the Mayor of Bucharest.

Official Visit of Mr. Dieter ENGELS, the President of the German SAI in Romania

5-7TH OF July  2011 Bucharest

 

During the period 05-07 of July 2011, Mr. Dieter Engels, the President of the   Bundesrechnungshof  paid an official visit in Romania, following the invitation of Mr. Nicolae Văcăroiu, the President of the Romanian Court of Accounts.

The visit began on 6th of July 2011, at the Headquarters of the Romanian Court of  Accounts with  a tete-a-tete meeting between the two presidents, followed by the official meeting at the Plenary Hall .

         During the official meeting was  appreciated the positive legal framework between the two countries and the support that Germany gave Romania after 1989 in the area of reforms and investments, taking into consideration that  in our country there are 18,200 German-owned companies which provide over 60,000 jobs.
           There were also exchange of views on the work of the two institutions, in the context of the existence of good relations of cooperation between Romania and Germany, as EU members.
            Regarding the bilateral relations, it was highlighted the excellent cooperation between the two institutions through twinning programs conducted between 2003-2007, wishing to further cooperation in specific areas of the two institutions. In this context there was a  propose of  signing of a Cooperation Agreement with  SAI of Germany in the near future.
        Mr. President Nicolae Văcăroiu  expressed belief tha, in the framework of  the relations existing between Romania and Germany, by promoting bilateral cooperation between SAIs of  the two countries, the visit of the delegation of the Federal Court of Audit of the Republic of Germany will contribute to strengthening collaboration between the two institutions.

 

 

The visit of the General Prosecutor of the  French Court of Accounts at the Romanian Court of Accounts

              On June 27th, 2011 Mr. Jean-Francois Benard, the General Prosecutor of the French Court  of Accounts  visited the Romanian Court of Accounts. Within the delegation who accompanied the General Prosecutor of the French Court of Accounts was also  His Excellency Mr. Henri Paul, the Ambassador of France in Bucharest.
            This visit was mainly protocolary, but was also a good opportunity to present the main lines of action and interest in the relationship between the Romanian Court of Accounts and the French Court of Accounts.
            Mr. Jean-Francois Benard was present in Romania at the conference "Monitoring and control policies and public expenditure", organized in our country with the support of the French Embassy in Bucharest.

           The meeting started with a brief presentation of the  history of the Romanian Court of Accounts, followed by a presentation of  its current activity,  it continued  with a summary of the activity of French Court of Accounts and its work, and achieved a brief comparison was made between the two institutions.
           The cooperation between  the Romanian Court of Accounts  and other specialized institutions it was also discussed, in line with its activities which fall within the competence and about issuing reports by the Romanian Court of Accounts  and their submission  to the Parliament and other institutions. 

           The meeting concluded with a discussion of the absorbtion of EU funds and its low level and the main implications of this for our country.

Official visit of the delegation led by Mr. Jan Jasovsky, the President of the Supreme Control Authority of the Slovak Republic

             At the invitation of Mr. Nicolae Văcăroiu, the President of the Romanian Court of Accounts, a Slovak delegation led by Mr. Jan Jasovsky, the President of the Supreme Audit Office of Slovakia, made an official visit to Romania, in the perioud 5-7 of April 2011, as response to the official visit paid by Mr. Nicolae Văcăroiu in the autumn of 2010 to Slovakia.

The delegation of the  Supreme Audit Office of the Slovak Republic consisted of Mr. Jan Jasovsky (president), Mrs. Andrea Reichova (Director of the  Methodology, Planification and Analysis Department ), Mr. Vladimir  Toth (Director of the Regional Office of Kosice) and Mr. Igor Ciho  ( Director of International Relations Department ).

The visit begun on April 5th, 2011 at the Headquarters of the Romanian Court of Accounts, with a welcome meeting between the two presidents and continued with  general discussions in the Romanian Court of Accounts Plenum Hall.

             On this occasion, an exchange of opinions was made regarding the activity of the two Courts of Accounts, in the context of good cooperation relations  as members of the European Union, between  România and Slovakia.  There were also discussions about the cooperation of the two institutions in the context of EUROSAI and INTOSAI.

Next day, the delegation left for Pitești, where took place a meeting with the Mayor of Pitești , Mr. Tudor  Pendiuc took place. The meeting began with an overview of the Pitești city and Argeș county and continued with a presentation of the Chamber of Accounts of Argeș and ended with a session of questions asked by the Slovak delegation. Also, an exchange of information between the  representatives of the Chamber of Accounts of Argeș county and the representatives of the Regional Office of Kosice was made, based on wich a permanent cooperation shall be established.

The delegation left our country on 7th of April 2011.

 

Official visit to Slovakia of  Mr. Nicolae Văcăroiu, the President of the Romanian Court of Accounts, at the invitation of the Supreme Control Authority of the Slovak Republic


            During the period 11-14 of October 2010 a delegation of the Romanian Court of Accounts, led by Mr. Nicolae Văcăroiu, the President of the Court of Accounts, paid an official visit at  the Supreme Control Authority of the Slovak Republic, consequently to an invitation of  his counterpart, Mr Jan Jasovsky, the President of  the Supreme Control Authority of the Slovak Republic. The purpose of the visit was the development of bilateral relations  of  the two institutions in the context of  the Cooperation Agreement concluded by  the Romanian Court of Accounts and the Supreme Control Authority of the Slovak Republic.
            The first part of the visit took place on October, 12, 2010, at the headquarters of the  Supreme Control Authority of Slovakia, where a  brief presentation of the role and place of the SAIs  in the system of state bodies of Romania and Slovakia was made. The main action directions of the two institutions and their mission to ensure correct and efficient use of public funds were underlined.
            The second part of the visit was unrolled on October, 13, 2010, at the Regional Office of the Supreme Control Authority of Nitra, with the director of the Regional Office. This meeting  was attended by Mr.  Florin Vodiță, the Romanian Ambassador in Bratislava.
            The delegation of  the Romanian Court of Accounts  also had a meeting with the mayor and other local authorities in Zvolen. At the end of  debates  in Zvolen, the delegation headed by Mr. Nicolae Văcăroiu laid a wreath at the Central Cemetery of the Romanian Army in Zvolen, where almost 11,000 Romanian soldiers who fought for the release of Slovakia in the World War II  rest. As a  sign of honour  for the Romanian heroes´ sacrifice, the representatives of the  Supreme Audit Authority and of  local authorities  also laid wreaths  at Zvolen Central Cemetery together  with the Romanian delegation,  in a ceremony during which the national flags of Romania and Slovakia  were flown .
            In order to continue  the dialogue between the two institutions, Mr. Nicolae Văcăroiu, the President of the Romanian Court of Accounts  addressed an invitation to the Slovak counterpart to visit our country at the beginning of next year.

Visit by Mr. Francois Rantrua, Country Manager, World Bank Office, Romania

to the Romanian Court of Accounts

 

            The president of the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, received a delegation of  the World Bank Office in Romania on January 20th, 2010; the delegation was headed by Mr. Francois Rantrua, appointed chief of the Office on January 15th 2010.

            The visit mainly had a protocol approach, but it also was a good opportunity to highlight the main trends of action and interest in the relation between the Romanian Court of Accounts and the World Bank Office in Romania.

            The important role of the Romanian Court of Accounts was stressed relating to the judicious management of public funds and resources, especially in the context of the constraints marking the  setting of the state budget for 2010.

            The representatives of the World Bank underlined the need that public finances management be strengthened in Romania and even reformed, given the global economic and financial crisis realities, especially in point of operational management of state entities involved in the financing, accounting and financial reporting mechanisms  in the field of public funds use.

            Within the same context, the findings of the Romanian Court of Accounts on public financial resources use can only confirm the existence of deficiencies in the adequate and effective management of  state resources. That is the reason why the Romanian Court of Accounts is concerned not only with  finding the legality of public funds use, but considers it a priority to examine the economy, effectiveness and efficiency of state money spending, to maximize output.

            Another issue approached during the meeting was the presentation of the main benchmarks in point of the Court’s relations with the Parliament, a point in which the World Bank mentioned their intention to identify concrete modalities  to highlight the fundamental role of the Romanian Court of Accounts in the control of public funds management.

            The representatives of the World Bank, while acknowledging the professionalism of the Romanian Court of Accounts, affirmed that they would appreciate our institution to consider the future possibility to conduct an audit of the operations of the World Bank Office in Romania.

            The delegation subsequently evoked the long and fruitful cooperation relations between Mr. Nicolae Văcăroiu and the representatives of the World Bank, the IMF and other international financial  bodies, grounded on his wide experience in the financial field, as an essential premise in furthering the good cooperation between the Romanian Court of Accounts and the World Bank.

            The parties agreed to set up an active communication channel between the two institutions and also to periodically organize meetings, both at management level and at expert level, on specialized issues.

 

The visit of the People’s Republic of China’s Ambassador at the Romanian Court of Accounts

On the 03rd of November 2009 the President of the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, received the visit of the People Republic of China’s Ambassador in Romania, His Excellency Mr. Liu Zengwen .

On this occasion, the international relations between Romania and the People’s Republic of China were evoked, emphasizing the development of the bilateral relations between the Romanian Court of Accounts and the National Audit Office of the People’s Republic of China .

The possibility of  having experience exchanges in specific domains, in which both Romanian and Chinese public auditors should participate, as well as identifying a common subject of interest for carrying out  a parallel audit between the Romanian Court of Accounts and the Chinese Republic’s National Audit Office, were also discussed, in the context of the implementation of the Bilateral Cooperation Agreement between the Romanian Court of Accounts and the National Audit Office of the People’s Republic of China , signed in 2004 at Beijing.

On this occasion,it was submitted to H.E. Mr. Ambassador Liu Zengwen an invitation letter addressed to the Auditor General of the People’s Republic of China  to perform an official visit to Romania, in 2010.

H.E. Mr. Ambassador underlined his support for the accomplishment of this objective.

 

 

 

The Official Visit of the President of the Chamber of Control of Georgia, Mr. Levan Bezhashvili, at the Romanian Court of Accounts.

 

The President of Chamber of Control of Georgia Mr. Levan Bezhashvili made an official visit to Romania at the invitation of  the President of  the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, between 21 and 24 September 2009.

During the visit, the delegation led by Mr. Levan had meetings with Mr. Nicolae Văcăroiu, President of Romanian Court of Accounts, Mr. Mircea Geoana, President of the Senate of Romania, Mr. Doru Costea, Secretary of State for Global Affairs at the Ministry of Foreign Affairs.
Within the framework of the meeting at the Romanian Court of Accounts, the two presidents had an exchange of views on the main results of work undertaken, including participation in the EUROSAI and INTOSAI.

Also, a proposal for developing an  agreement on cooperation between the Romanian Court of Accounts and the Chamber of Control of Georgia was made.
The delegation thanked for the support given by the Romanian Court of Accounts to the Chamber of Control of Georgia in its efforts to strengthen the institutional capacity.
