Visit by Mr. Francois Rantrua, Country Manager, World Bank Office, Romania

to the Romanian Court of Accounts

 

            The president of the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, received a delegation of  the World Bank Office in Romania on January 20th, 2010; the delegation was headed by Mr. Francois Rantrua, appointed chief of the Office on January 15th 2010.

            The visit mainly had a protocol approach, but it also was a good opportunity to highlight the main trends of action and interest in the relation between the Romanian Court of Accounts and the World Bank Office in Romania.

            The important role of the Romanian Court of Accounts was stressed relating to the judicious management of public funds and resources, especially in the context of the constraints marking the  setting of the state budget for 2010.

            The representatives of the World Bank underlined the need that public finances management be strengthened in Romania and even reformed, given the global economic and financial crisis realities, especially in point of operational management of state entities involved in the financing, accounting and financial reporting mechanisms  in the field of public funds use.

            Within the same context, the findings of the Romanian Court of Accounts on public financial resources use can only confirm the existence of deficiencies in the adequate and effective management of  state resources. That is the reason why the Romanian Court of Accounts is concerned not only with  finding the legality of public funds use, but considers it a priority to examine the economy, effectiveness and efficiency of state money spending, to maximize output.

            Another issue approached during the meeting was the presentation of the main benchmarks in point of the Court’s relations with the Parliament, a point in which the World Bank mentioned their intention to identify concrete modalities  to highlight the fundamental role of the Romanian Court of Accounts in the control of public funds management.

            The representatives of the World Bank, while acknowledging the professionalism of the Romanian Court of Accounts, affirmed that they would appreciate our institution to consider the future possibility to conduct an audit of the operations of the World Bank Office in Romania.

            The delegation subsequently evoked the long and fruitful cooperation relations between Mr. Nicolae Văcăroiu and the representatives of the World Bank, the IMF and other international financial  bodies, grounded on his wide experience in the financial field, as an essential premise in furthering the good cooperation between the Romanian Court of Accounts and the World Bank.

            The parties agreed to set up an active communication channel between the two institutions and also to periodically organize meetings, both at management level and at expert level, on specialized issues.

 

The visit of the People’s Republic of China’s Ambassador at the Romanian Court of Accounts

On the 03rd of November 2009 the President of the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, received the visit of the People Republic of China’s Ambassador in Romania, His Excellency Mr. Liu Zengwen .

On this occasion, the international relations between Romania and the People’s Republic of China were evoked, emphasizing the development of the bilateral relations between the Romanian Court of Accounts and the National Audit Office of the People’s Republic of China .

The possibility of  having experience exchanges in specific domains, in which both Romanian and Chinese public auditors should participate, as well as identifying a common subject of interest for carrying out  a parallel audit between the Romanian Court of Accounts and the Chinese Republic’s National Audit Office, were also discussed, in the context of the implementation of the Bilateral Cooperation Agreement between the Romanian Court of Accounts and the National Audit Office of the People’s Republic of China , signed in 2004 at Beijing.

On this occasion,it was submitted to H.E. Mr. Ambassador Liu Zengwen an invitation letter addressed to the Auditor General of the People’s Republic of China  to perform an official visit to Romania, in 2010.

H.E. Mr. Ambassador underlined his support for the accomplishment of this objective.

 

 

 

The Official Visit of the President of the Chamber of Control of Georgia, Mr. Levan Bezhashvili, at the Romanian Court of Accounts.

 

The President of Chamber of Control of Georgia Mr. Levan Bezhashvili made an official visit to Romania at the invitation of  the President of  the Romanian Court of Accounts, Mr. Nicolae Văcăroiu, between 21 and 24 September 2009.

During the visit, the delegation led by Mr. Levan had meetings with Mr. Nicolae Văcăroiu, President of Romanian Court of Accounts, Mr. Mircea Geoana, President of the Senate of Romania, Mr. Doru Costea, Secretary of State for Global Affairs at the Ministry of Foreign Affairs.
Within the framework of the meeting at the Romanian Court of Accounts, the two presidents had an exchange of views on the main results of work undertaken, including participation in the EUROSAI and INTOSAI.

Also, a proposal for developing an  agreement on cooperation between the Romanian Court of Accounts and the Chamber of Control of Georgia was made.
The delegation thanked for the support given by the Romanian Court of Accounts to the Chamber of Control of Georgia in its efforts to strengthen the institutional capacity.
