Doctor’s degree in economics, awarded by the Academy for Economic Studies of Bucharest.

Degree in economics awarded by „Alexandru Ioan Cuza” University of Iaşi  and degree in law awarded by the Romanian-American University  of Bucharest.

Chartered accountant, member of C.E.C.C.A.R. and taxation advisor, member of the Taxation Advisors’ Chamber.

In the period 1979-1980 he was an economist with I.P.Z. Bucureşti. Since 1981 until 1985 he worked as an economist and  accounting expert with the Department for Foodstuff Industry - CIZPZ. Senior accounting expert within the Ministry for Foodstuff Industry, from 1986 until 1989. After the period 1990-1991 when he was a specialized inspector within the Department for Foodstuff Industry, between 1992 and 1993 he was a general inspector within the Ministry for Agriculture and Foodstuff Industry.

Financial controller within the Romanian Court of Accounts, between 1993 and 1999.

Counselor of Accounts, appointed by the Parliament of Romania, since 1999.

Author and co-author of the Audit Manual, Performance Audit Guide, Control Norms, Audit Standards, established by the Romanian Court of Accounts.

Co-author of the works “Financial control in the framework of economy. Current and Prospective Standards”, CD Press Publishing House, 2006, “Finances and Taxation”– 11^th grade handbook, CD Press Publishing House, 2006 and  „ Finances and Taxation”– 12^th grade handbook, CD Press Publishing House, 2007.

He published surveys and issues in specialized magazines.
