Doctor’s degree in economics, specialty „Balance sheet and management control”, awarded by the Academy for Economic Studies of Bucharest.
Degree in economics awarded by the Academy for Economic Studies of Bucharest, Faculty of Economic Cybernetics, specialization Informatics.
Professor, doctor’s degree coordinator at the Doctoral School within the Academy for Economic Studies of Bucharest.
Post-degree specialized studies, at the French Court of Accounts and at the World Bank.
Chartered accountant, assets expert appraiser and taxation advisor. Member of the Taxation European University of Nice, France
From 1972 until 1976, he was an economist with MCECEI.
Between 1976 and 1986, he was a senior economist with ICE “Romelectro”.
In the period 1986–1988, he was head of office within the Planning State Committee.
Between 1988 and 1991, he was successively head of office and deputy general manager of the General Direction for Financial Control, within the Ministry of Finances.
From 1991 until 1993, he was Chief Commissioner of the Fraud Squad.
In the period 1993–2004, he was successively a manager, a Counselor of Accounts and Vice-president of the Romanian Court of Accounts.
Between 2004 and 2005, an M.P. with the Chamber of Deputies of Romania, member of the Permanent Bureau, chairman of the Commission for Training and Education, Science and Research.
In the period 2005–2008, he was an M.P. with the European Parliament, member of the Commission for Budget Control.
Counselor of Accounts, appointed by the Parliament of Romania in 2008, for a six-year term of office.
Vice-president of the Audit Authority – the Romanian Court of Accounts, since 2008.
He is the author of 20 books in the financial-taxation field, of over 400 articles published in specialized magazines, at home and abroad and he delivered numerous papers at international scientific events. He has over 50 interventions in the Parliament of Romanian and over 20 interventions in the European Parliament.
Knight of the Romanian Medal for “Faithful Service”.
