Master’s Degree in International Relations and European Integration, awarded by the National School for Political and Administrative Studies of Bucharest.

Graduate of the Institute for Buildings and Constructions of Bucharest, Civil Buildings and Constructions Faculty, specialization Civil, Industrial and Agricultural Buildings and Constructions. Graduate of the National College for Defense. 

In the period 1984-1992, he was head of procurement office, head of lot and head of site within  Blejoi, Prahova Buildings and Constructions Enterprise.

Between February and November 1992,  he was head of the procurement office with S.C. ”Romconstruct”  S.R.L. of Ploiesti.

From September until December 1992, he was head of the quartering office, within ”Constantin Brâncoveanu” Police High School of Ploieşti, under the Ministry of Home Affairs.           

From 1993 until 1994, he coordinated major projects within “Carpaţi” Building Trust of Bucharest.

In the period May 1994 - December 2000, he was deputy-manager of the General Secretary’s Office within the Romanian Court of Accounts.

Between 2001 and 2002 he was counselor with the Mayoralty of Sector 1.
